WebPlus X6: How to Get an HTML Code Fragment to Open a New Window or Tab

Hi guys. I have a small HTML code fragment that I have to put on the home page of a new website I'm designing for a medical doctor but I don't know how to get this code to open a new browser window or tab instead of using the existing window or tab.
