Publishing site problem

Hey.

I started to publish my site, for testing. I send my site to my webhosting account, but it´s only making folders but not send the files. Where is the problem?

I have tested that everything works, account is right and ftp adress is right.

One thing what I was wondering, that if I use default port (21) it´s working excellent but if I use port 22 what my host say to use it´s not working at all.

So what I do wrong?

This is my first site I´m making so please tell simple as you guys can :)
