WebPlus X6: Creating Anchors

Hi All, I created anchors earlier this year, with a list jumping to a specific area below the text, but now I forget how to do it, and my brain cells are fried.
Could someone possibly go over it with me again, I'm literally waiting on uploading the whole site but this is really holding me back.
