added database now upload problems

Hi,
I really don't know what is going wrong..can anyone help please?

I have added a database with a php script to 'pull up' the information.

Now the site wont upload changes. I have contacted the developer and he says that thephp will not affect that function and that he has no trouble with the upload with filezilla.

When i try to upload it says 'accessing site manifest' but then it just doesnt do anything...
do you think its a hosting problem or a webplus problem?

any help would be much appreciated.
