WebPlus X6: Fixed Panel with Text Scrolling Behind - Need Help

Hey all,

I'm trying to work out how to get my scrolling page to work underneath the Panel.

Here I what I am trying to do.

All I would like is for the scrolling page to scroll underneath the banner (panel).
